TSOs founding a new association

The Chief Executive Officers (CEOs) of 36 European TSO companies from 31 countries signed today a Declaration of Intent, as a proactive step ahead of the draft Third Legislative Package to create a new association, the European Network of Transmission System Operators for Electricity (ENTSO-E), before the end of 2008. The new TSO-body will be established for the need of the TSO community and in accordance with the principles set out by the draft Third Legislative Package of the Internal Electricity Market. Winter Review & Summer Outlook Report 2008

The Winter Outlook Report, prepared at European level and published in October 2007, predicted that as a whole, no particular risk of power shortage was expected from November 2007 to March 2008 under “normal conditions”. The ‘Winter Outlook Review’ shows that in reality, during winter 2008 no serious threat was experienced in the power system, mainly due to mild weather and climatic conditions. The Summer Outlook Report 2008, prepared by ETSO on a voluntary basis and building on the experience of the winter outlook reports, provides an overview of the main potential issues which TSOs may face during the coming summer, with particular regard to the influence expected on the national generation load balance and the security of the European Electricity Grids. The summer outlook shows that for the coming summer 2008, as a whole, generation and load balance forecasts are generally suitable under normal conditions. However tighter margins in comparison to the winter period are observed in some countries and those margins may be even reduced in case of critical hot weather conditions. Response to ETSO-EuroPEX Consultation

Several responses from different stakeholders have been received to the public consultation organized jointly by ETSO and EuroPEX on the Interim Report ‘Coordinated Model for Regional and Inter-Regional Congestion Management, published on 10 April 2008. ETSO-EuroPEX will continue work in order to present the Final Report at the Florence Forum in November 2008.
ETSO Position on RES Directive

ETSO supports the Commission in its efforts to introduce new and improved incentives for the European electricity market that will direct the market into a low carbon future. ETSO is highly aware of the role Transmission System Operators (TSOs) play in facilitating the integration of RES-E into the electricity grid and balance the objectives of market development, environmental aspects and security of energy supply. Access to the grid and operation of the system can also be influenced by the design of support mechanisms as well as the design of issuing Guarantees of Origin (GoO). ETSO will accordingly address these issues. ETSO acknowledges that energy based on renewable energy sources will be an even more important energy source in the future in order for Europe to contribute to combating climate change and to ensure security of energy supply. The increased focus on these issues within Europe means that RES-E technologies will in larger parts of Europe go from being a marginal energy source to supplying a substantial part of the energy demand. Accordingly the regulation in regard to grid access, priority dispatch and system development must be flexible enough to maintain and uphold the necessary degree of dispatchability in the system and thereby allow system operators to continue to manage the system in a secure way (see under Activities=>Renewables)
ETSO-EuroPEX launch Consultation

Reference Model for Cross-Border Intraday Markets

The objective this report is to present ETSO view on a reference model for continuous trading based cross border intraday markets (IDM). An IDM is defined as the possibility for trading between market parties after gate closure of the day ahead market and before final notification (see ETSO report ‘Current State of Intraday Markets in Europe’). The objective of IDM is to encourage market parties to self-balance in order to minimise balancing actions required in real time and to limit imbalance exposure. ETSO considers that models will further evolve and develop via a regional harmonisation and integration process, based on cooperation among TSOs, regulators and other market parties. Legal, regulatory and technical aspects in a specific region will also determine the future evolution. Network security management remains in any case the main priority for TSOs facilitating the IDM. TSOs will have to ensure that network security is maintained at all time. ETSO Key Messages on 3rd EC Energy Package

ETSO welcomes the EC 3rd Energy legislative package and its focus on sustainability, security of supply and competitiveness. European electricity TSOs will have to play a central role particularly in infrastructure investment, either by reinforcing and developing their networks to meet reliability and market needs for a reliable and secure competitive market, or by facilitating new generation investment to connect to their networks. The 3d Energy Package foresees the creation of ENTSO-E as new TSO body aimed at strengthening TSOs cooperation in a number of key areas. One the main tasks for ENTSO-E will be the development of technical and market codes as a fundamental step towards an integrated EU electricity market. Pan-European Inter-TSO Mechanism 2008-2009

39 European Transmission System Operator (TSO) Companies have for the first time reached a voluntary agreement on Inter-TSO Compensation (ITC) for transit flows that covers TSOs in all EU interconnected member countries. It will also be applied by TSOs in a number of non-EU member countries, including South-East Europe. The mechanism will enter into force on 1 January 2008 and last for two years. It makes it possible to suppress cross-border electricity transmission fees, and facilitate trade and market integration (see full text under Press Releases)
2007-2008 Winter Outlook Report

This survey, prepared at European level, presents the summary of the national or regional power balances between forecast generation and peak demand on a weekly basis for the winter period from the end of November 2007 until the end of March 2008. The report shows that on the whole, no particular risk of power shortage is expected for the winter under normal conditions. Conversely, under severe conditions, due mainly to low temperature or unfavourable hydro-conditions, the power systems might be stressed, especially when the same periods are critical for neighbouring countries as well. This survey contributes to improve operational cooperation between TSOs and gives signals for further enlarged analysis on a bilateral or multilateral basis in order to assess the global adequacy of the interconnected systems and to verify that congestions on the transmission grid do not limit the exchange capacity. The TSOs also utilise the information as a background in planning possible actions to meet the objectives for security of supply in critical situations (full paper available Activities=>Security of Supply)
Selection process for appointment of law firm

ETSO would like to appoint a law firm to provide legal assistance to its Secretariat General and/or its Task Force Legal and Regulatory Issues. The appointment of external legal counsel will take place under the terms and conditions as described in the ETSO Terms of Reference - Procedure to appoint legal counsel to ETSO. If your firm would like to take part in the present process, may we kindly ask you to express your interest and explicitly accept these Terms of Reference by way of sending an email no later than 26 October 2007 to the following address : manuel.coxe@etso-net.org. It is also possible to take part in our Beauty Contest together with another firm, in case your firm does not cover all areas of law as requested in the Terms of Reference. In this case, it would be up to your firm (1) to find a suitable partner to cover the areas of law your firm will not cover and (2) to act as a coordinator and single point of contact. As a result, both firms will take part in the Beauty Contest as one.
ETSO remarks on 3rd Package & Florence Forum

ETSO welcomes the Commission’s proposal to strengthen cooperation among Transmission System Operators (TSO) to pursue electricity market integration. ETSO commented the European Commission’s proposal for a 3rd package of energy legislation at the 14th meeting of the European Electricity Regulatory Forum, which took place on 24-25 September 2007, just a few days after the package was launched. All Forum participants broadly supported the Commission’s initiative to propose a new legislative package in order to complete the internal energy market. The President of ETSO, Mr. Daniel Dobbeni, stated that ETSO especially welcomes the European Commission’s proposal to mandate the transmission system operators with the task to strengthen their cooperation in a number of key areas, such as the development of market and technical codes, coordination of network operation and investment planning. ETSO has decided to initiate a process together with current TSO Associations with the purpose for TSOs to set up such a European Network of TSOs even ahead of the final adoption of the 3rd package. ETSO noted that the expectations on the new TSO body are high and suggested to ERGEG to work together to clarify the respective roles so as to act efficiently in the public interest. In this respect, ETSO also supports the measures strengthening the independence of national regulators, and welcomes the creation of a new European Regulators Agency that will ensure that the EU objectives will be pursued before national interests and will reduce inconsistencies between Member States in the internal electricity market implementation. The need for increased investment in electricity infrastructure was pointed out by several participants at the Forum, being a key prerequisite for an integrated electricity market. It is also a central theme of the Commission’s proposals. However, to fully deliver on its promises, ETSO believes the package should be accompanied by further measures to facilitate the permit procedures. ‘The publication of a 10 year European investment plan will not be sufficient to get new lines built if permits to build these lines are not delivered rapidly’, Mr. Dobbeni stated. Finally, ETSO was pleased that the European Commission and Forum participants supported further developments of the ETSOVista data publication platform as a key to a better transparency of the European Market.
Survey on ETSO Implementation Guides

The Task Force EDI (Electronic Data Interchange) is presently carrying on a survey on the utilisation of ETSO published Implementation Guides (ESS, ESP, ERRP, ECAN, …). A questionnaire for users (TSOs, DSOs, market participants, etc…) and a questionnaire for software providers are made available in order to contribute to this study. Completed questionnaires should be returned by the end of July 2007 to the TF EDI Convenor Mr. Maurizio Monti (maurizio.monti@rte-france.com). Results of the survey will be published on ETSO website after the summer. All market participants and software providers are very much welcome in case they can provide their feedback and contribution to ETSO TF EDI work.
