EXPLANATORY NOTES FOR THE INTERPRETATION OF REFERENCE CASE VALUES
  1. The base case values represent agreed values of exchange programs between the relevant TSOs based on a snapshot of a real situation.
  2. The base values constitute also the starting point for the NTC calculation, according to ETSO procedures. Therefore their publication could help the user to understand the meaning of the NTC concept.
  3. These base case values are neither typical nor probable ones but representing only a point of operation.
  4. The Notified Physical Flow (NPF) is the physical flow over the tie lines between the considered areas observed in the base case prior to any generation shift made for the calculation of NTC values between the areas.
  5. These NTF values are one-to-one determined by the country total import/export balance and not from the base case agreed bilateral exchanges.In fact, a different set of base case agreed bilateral exchanges with the same country total import/export balance would originate identical NTF values. Therefore, these NTF values are the unique physical representation for the reference case.
  6. The concepts of BCE and NPF are not relevant for the capacity determination in the Nordic power system and market area. The Nordic power system and network can mainly be characterized as radial without loop flows effecting to capacity calculation. In the Nordel market area the entire amount of capacity (NTC) on the different interconnectors is allocated by implicit day-ahead auctions. There are no initial exchange on interconnectors (BCE), thus exchange is only a result of the market outcome.
